After completing a needs and feasibility study in 2021, RSL was engaged by the Bay of Plenty Badminton Association (BOPBA) to develop a business case, following Better Business Case (BBC) protocols.
The purpose of the report was to determine the need, costs and benefits of developing a fit-for-purpose sports hub facility that would be the home of badminton and table tennis in Tauranga and the wider Bay of Plenty region, along with providing a multiuse court space for a range of other users.
We worked with a Project Steering Group comprised of BOPBA, Tauranga Table Tennis, Tauranga City Council and Sport BOP through a single stage business case process to assess: the Strategic, Economic, Commercial, Financial and Management Case of the proposed sports hub facility.
A critical component of the business case was to establish the level of demand for the proposed facility. To do so involved examination of membership trends, understanding the current and projected programme of activities for the proposed badminton, table tennis and multi-use court spaces. The report clearly identified a case for change and assessed 6 options, against a set of agreed criteria.
The estimated capital development cost was at such a level that the project was considered unlikely to secure the required capital investment. Therefore, the business case recommended an alternative option to deliver a smaller scale facility.
The business case allowed the client to make an informed decision on the best option. Subsequently, Bay of Plenty Badminton has secured a commitment of $5m from TCC in support of the facility development, subject to it securing the remaining required funding.
