RSL Consultancy was engaged by Palmerston North City Council (PNCC) to provide an independent assessment on the financial implications for PNCC on the development of a second multi-use artificial turf.
PNCC had been approached by key stakeholders requesting financial support of the turf. RSL provided independent advice on the status of identified funding sources, given the dynamic changes that can occur in the wider recreation and sport sector. RSL was also requested to assess a short-list of potential sites for the proposed turf.
It became apparent that the situation had changed significantly in a short period of time and the best approach was to firstly determine actual need for such a turf. This approach was also aligned to the region’s agreed sport and recreation spaces and places planning investment framework. All recommendations provided to the Council were accepted.
