He Kupenga Mātauranga is a stunning new community facility in the heart of Greymouth. At the heart of the building is the modern library, complete with a cafe overlooking the awa (Mawhera / Grey), an indoor playground, study and meeting rooms, public computers and even books!
Downstairs is commercial space, the first tenant being a local pharmacy. It looks like the rest of the ground floor is also being fitted out for lease.
This type of public / private arrangement is not new - there are many examples in Aotearoa. However with current funding constraints and the need to demonstrate return more than ever before, we will see a growing number of these partnerships explored.
This got me thinking... is it time to review the Reserves Act (1977) to allow for more public / private partnerships, so long as there is still community access? It has certainly been something discussed before, and with other funding avenues being reduced, then surely we need to help those who develop and operate these spaces to become more sustainable. The current legislation prohibits commercial gain; but the interpretation of this across the country varies significantly.
Anyway, it was certainly worth the drive over the majestic, snow-laden Southern Alps. We sure live in a beautiful country. We need to ensure community groups can still afford the spaces they are in.
